Asian is called to order  dr. We have two requests to be heard  I'll call First on Chris obsession yeah I'll do it after very much for the opportunity to speak before the school board I'm the parent of a softball here at Beverly Hills High and wanted to speak about the vents what's the last Thursday is I'm sure all of you know  there was a power outage at school and there was a fire alarm at school and that led to significant concerns among the students the rumors flew around related to a shooting in the area I got a cold for my daughter that they didn't know it was going on some of the campus was on lockdown bottom line I can no idea what was going on and I was greatly concerned about her safety as well as the safety of the entire campus and it became clear to that the safety plan for the high school in particular I have a student needs to really be updated strengthen and that information to parents in particular needs to be improved I was old that the walkie talkies between various staff members were not working because of the power outage completely unacceptable especially on the same day that the Barcelona attack had occurred and also that we are soon to have the Jewish High holidays give me the way our campus is currently in under construction we have a campus that is open to the public in many ways and I'm greatly concerned about the safety of our children our staff and our faculty and I will hope that significant attention would be given by ministration and by the school board in making sure that that safety plan is approved thank you much thank you very much president spits I have a question are the rules that if someone mentioned something in public comment that we can ask a question of staff at we can can mr. Jackson or doctor bragi those issues because I I did see a lot on Facebook play calls and texts I don't know what happened dr. Brady has a rather severe case of laryngitis I can address the issue walkie talkies walkie talkies did work at the high school because I was on the walkie talkies with the principal in ministration in along with them doctor Greggy and I think was mr. pavoni and mr. semen your poor V is for the district office we had an incident over at a Hawthorne to the walkie talkies also worked over there they walkie talkies at Hawthorne was on a different Channel and when we got the call here dr. Gregory asked me to go over so I was over at Hawthorne with the walkie talkies did work during that time we just had to be changed to 4-channel and administration here now knows which channel that is and that does work in case of emergency so I can answer the question on that play the other issue is multiple things happening at one time like the the power outage that actually triggered the fire alarm was something that we didn't expect we can always improve we're looking to debrief to find out a little bit more about who heard what and when staff members also working with communication to parents because when communication 10 course thank you we have an agreement with the city of Roxbury to the football players don't to wear tennis shoes they can wear tennis shoes or turf shoes because they're going to use turf shoes on on our fuel where to get ready but but they are allowed to turf shoes at practice at Roxbury the coaches know that I've we related to the coaches it's a coaches to you know what they want but absolutely they can have turf shoes at Roxbury  yes anybody else wish to be heard the gender ring. will fall into place perhaps after in the in case if there are any significant changes in relation to the boy policy report policy the purpose of this PSA is to start looking at three pieces of data or data around discipline or data run disproportionality and House of bullying it's to start the conversation with our administrators to see what's happening district-wide as well as building by building in those three areas and then look to whether or not we need to revise policy and or look at programs so at this point we're not looking at more how's it going not making any recommendations for four policy it strictly to start looking at our data and seeing what are Trends are and to start making understanding do you do you think that the discussion later in the meeting on board on the board policy regarding bullying is premature then no because we have to have something in place what would you too we have something how's your day going to publish Mormon by the data absolutely really big decisions to make one in particular is just picking a program that's going to fit our needs and I think that really doing this right actual data that is for our kids and our administrators and I'm really proud of the fact that we're able to really from the very beginning make some decisions based around is it is it common practice to go out to a third party to get this nation and get this this data or is this something that we should have been able to do in-house it is  latest, practice in the person that we've selected that I'm done composing is actually a state leader in this in these areas and she trains up and down state and works extensively with school districts in these areas and helping both train administrators as well as help develop policies and procedures she presents at State and national conferences and she has extensive serious in this area so she's helping work with us to look at our data and analyzing data and infancy the trends so that we can then put things in place our district okay thank you very much sorry  I guess when I been looking at bowling right I think the problem is defining it we have an incident you and I are speaking about it the other day on the phone. one Community member was talking about bullying and they didn't understand what it was even and it's almost as you just don't like something can you call it a bowling absolutely starving with the data misses misses Corbett off because we're going to look at what is the definition of bullying how it how is it how is it documented what is the response what are the procedures that need to be in place to to help prevent and respond to it so that's all we have to start with the data understand your site administrators your teachers then your family absolutely but we have to have our information tomorrow where to start so cat in Tales I have a large list of information that I have to disaggregate from cow pads and from Aries and then from there we will analyze yet about what our budget looks like I don't even think we have a budget so I just wanted to know how that number was arrived at I believe and I didn't get this for so I don't have a complete idea I believe it this purchase orders from last year last fiscal year but it showing up on this report and so what it would be is US setting the purchase order of how to cover the eggs if the invoices that we had today cuz I remember asking about this last day or two I remember having a similar discussion but go ahead so that's what I believe has occurred on this one is that we enough invoice we didn't have enough purchase order authority to pay the bills that we had and we have to up the PO to pay that that's why it's around figure but typically what I do is either I use Trend to set the initial opening purchase order price for or I use where I think the case if it's if it's a single case if it's like in the case of castlewood's I would ask the attorney what do you think you're going to be spending in the next you know cuz you're nothing is going to get paid unless it's work you authorize but I'm opening up a purchase order and order to play an amount until we don't want to keep daughter so we try to size the purchase order appropriately to handle the invoice so are you can you start off by saying that this is part of last year's it's to this one is I don't know I can get back with you and let you know I didn't do any research on this one I just looking at the amount and I don't recall same amount as last year  I'm sorry no didn't that's what it is 1718 I'm sorry that's what it said 1718 so yeah we set it up for what we had we opened up last year with so the other question which is the same question I last time I think there was an error it's being paid out of the general fund  it looks like this one has was what's the general fund but it should have been charged 221 last year so I wonder every catching that or is it coming out of the general fund  Mash legal fees quarterly in would have been caught when we do the reconciliation and send it to you my assistant might have just thought that it was General fun and not realizing cuz she does for both Brandy and this is a question that I asked last year and so my you know I I don't understand I'm still relaxed about how the process is I think the board should drive the number that we arrived at on the purchase orders because as misses laugh and said it's not something that we've already paid for it's kind of a line of credit and so it really bothers me and I want to say if this for the record that the lawyers are driving that number and not the board because as a board member I have last numerous occasions that we develop a budget for all of these legal fees that were incurring and we're not we haven't done. And that's on but I really do not appreciate that lawyers get the phone call from staff and say how much do you need for this year if we really are serious and sincere about getting a hold of our legal fees I think that the discussion has to come from this body and not from the lawyers the cabinet when they're open till the function of the cabinet  understand that Bundchen for purchase orders I know it's that time of the year but I think that we to have a little bit more be a lil bit more organized and it comes to Legal  thank you Eddie for the discussion on the all in favor I post motion carries and that brings us 2R superintendent's report what a great opening day with staff the best in my entire career and then also a really smooth opening for students and so this short video clip we'll say it all  start the first day of school for a lot of kids out there and the Beverly Hills Subaru saying that he loves today away so we love you too honey get to your cat this morning YouTube what time is Cody Stagg VH1 I would just like to add that the welcome back for teachers that you just saw was held at the Saban Theater which the Saban donated no charge for the to the school district through the good graces of Rabbi David Baron that standing job it was exceptional I was very proud to sit there and just watch the entire program I think it really you did such a beautiful job really showcasing your objectives and you know just really introducing yourself and setting the tone for I think what's I hope is going to be a productive end successful year and so thank you for making us all so proud and really initiating that and I know that Jonathan I think there's a good choice in Jonathan did the welcome because he's definitely the most popular board member which I think is great cuz I like you too  thank you is there a student board member report has yeah I'd like to say also really enjoyed attending the opening day I thought it was way to emphasize how all five schools for community and how we student-staff District everybody should go into the square spirited and Pakistan having a really incredible year and school of course I'll see began last Monday and so for the past week and a half students have animating to their classes in different sports and after-school activities and one thing that ASP has really focused on this year at the high school is promoting engagement and involvement Beyond simply the classroom and to that end the high school has assigned people to start reaching out to special especially freshman who may not know what clubs are are at the high school what extracurriculars they can get involved in and so ASV has put together a web make that list information of every single Club at the high school where students can go through and they can you know see what interests them and the school club is going to be next Wednesday August 30th and that's always a really incredible event where students can go around to different foods and see what offerings the school has and find something that they really passionate about  thank you  that brings us to item 11a need ammo end for this resolution  Hummer to approve resolution 2017 2018 - 0 2 or 3 hours and assignments in accordance with Echo 4258 .7  thank you mr. Goldstein discussion  I have a question could you please just tell us when horse man was first approved for construction what the budget was originally first approved  I'm aware of three budget points that were prevented presented to various Board of education's those budgets were based different data you're looking back 2012-2014 and the most recently 2017 which was February the again those are budgets and based on different things different pieces of data to arrive at those budgets if you want the details of what's behind those actual budgets and where they came from we can do that but we need it's just the number 12 budget based on 63 million dollars 2014 based on some drawings no bids of 78 million and then a repositioning from February that was based on some drawings but most importantly bids and axles of believe 83 million dollars okay so with this change order where we're horse Mandy at right now actual remember those are budgets versus actual so the answer to that is that  if you look at budgets it may be slightly higher but we're not managing the budgets were managing to cost and the remaining balance in the van fun that we have been working through in our facilities working group the money of this change order has been included in the risk factor that is not in the the balance left but it's in the numbers that we said for estimated completion for horse man so I'm sorry I'm just trying to get a number for how much the project has so far cost at Horace Mann are we over budget by how much right now somewhere around right around that 83 million dollars or other costs at need to come in still there's some settlements going on and there additional costs it just don't change orders that were looking at any other discussion all in favor I composed agenda I think it was long overdue for a discussion this District on the minutiae on how campus buildings are handling the bullying policies and the the discipline regarding bullying to find out that we're so you going to go kind of break open the egg looking all the data is going to give pause to my diatribe that I was going to give tonight I don't want to do it without faxing so I'm going to back off on a lot of what I was going to say but I do want to just for my for my colleagues education she'll bring that turned back I feel that we turn a blind eye to bullying in this District I think we we in the but I've seen what I've experienced it's it's down played it's not dealt with after weeding the current policy csba recommended policy we could take stronger stances on our campuses in regards to bowling I don't think we do I don't think it's something administrators would love to deal with and and I I think sometimes there's an approach to get all parties involved and try to work it out I think for some of can you gorgeous accident some students do to each other there needs to be consequences and I don't think we're seeing those consequences and I think students know that save a figure what's the worst what's going to happen I'm going to be called into the principal's office and I'm going to get a talking to and I'm going to go back to class and that's really not acceptable I think what's this problem exists at the cave level I'm sure that there are high school issues as well but I think high schoolers deal on a slightly different plain and younger students because we're dealing you know we have K5 using bowling and you don't handle that the same way that you handle obviously high school student same kind of problem I'm glad it we're going to begin the discussion and look into it and like I said I want to speak to prematurely I just really feel that the district can't do it alone all the stakeholders have got to be involved this is something that that say you know well there are administrators that are not handling this problem that's why it's flaring up constantly but you also have you cannot have a discussion about the without talking to parents without talking about parents and without involving them in the same education that we're going to whatever we decide to do with teachers and students because I think they there they're the first line of defense in this not the school because this should never get to the schools we have to do if it gets to the school as we I have a policy in place that strong and effective and most likely would like to say education base not punitive base I know that's a direction that we like to go but for some of the things that students to do each other education is going to help that point people have got to learn their lesson some of the things I have concern me over the years for me in the policy we have every right depending on on the bullying that occurs categories maybe it falls under to expel people that is turned say that we can do that that's in the policy I've never in my nine years here and six years on the board have seen that happen ever and I don't know if our students are so much better than everybody else I'd it doesn't have to get to that but I don't even know if people are aware of that that that's a possibility that if your children misbehave today coin on your children harm somebody else to that point that's a reality not the tension not detention you know that's that's I think not effective holla at my my colleagues are going to that's kind of what would push me to have this conversation in the first place because I think that it's something that you know we what about policy versus practice and perhaps the policy is in place perhaps the policy we need is there and but the practice isn't so does the policy need to be Rewritten to make the practice easier and more effective that's something that will come down the pike when we look at all the data and talk to you ministrator and see maybe from their point of you yeah listen if I had more grout however I think I can handle this problem little better but I'm a little apprehensive because obviously you cross the line and you know what a ministrator crosses a line and it can upset the send a ripple effect through there community in cause open it open a Pandora's Box so to speak so I look forward to continuing this conversation and I'm kind of showing the any day that we take it seriously the other thing I did want to mention is that I think this Corbett talk to you I mentioned it earlier is defining blank Define in existing policy but it's it's so muddled out in an ether because there's a difference between a child bullying another child and a child just being a jerk I just a lot of expletive is there but also use the word jerk and I think that has to be may be more clearly defined in the maybe that's my problem that we can have because people going to be mean to each other doesn't mean they're bullying each other you know but but they're there is there is an allow it's in our policy to Define that and I think perhaps we should I don't know what did ministrator out there especially here it is difficult and I need the actual art of bullying is to do something you're with your behavior when no one's looking many times it's not clear-cut involvement by the other person National problem we've made this a priority we are on the way means you want to know what the students know what it means we want to collect the information the same way every plate updates do us thank you jump right in there with your passion and I appreciate you bringing this to the board's attention I think it is long overdue that we take a hard look at I do think I'm going to stration the Sartell I think he wanted to say a few things on it and then I'll have a few comments one thing I would say is there Findlay is some degree of subjectivity and they're absolutely instances where there is blame on both sides but there are as well many instances where students do a spelling in it's not their own fault and it's not anything that they can do about it and I would agree with dr. Becky that there is no administrator here who would willfully Trinh a blind eye to Blink definitely Jackson he's the best but we have but I think the biggest problem is that many students may be scared to approach administrator and administrators while if they were aware of the issue they would definitely intervene they don't know what's there aren't people who are following students that every moment who can be aware of what's happening and so I think that whatever approach we take to believe we have to do better encourage students to come forward if they feel that somebody's hurting them as somebody's Target turn on and I think that our education has to start from the youngest grey levels because at least from what I've seen over my years in the district bullying systematically is an issue that that's more pervasive in the younger grades I think in K5 it was much bigger than it was in Middle School and playschool at seen it even less and so I think not only emphasizing the the education of what bullying is and why it's bad from a young age put also encouraging students from the very beginning to say hey if you feel targeted don't be afraid to come forward you did touch on something you made a statement although in a different context there is no administrator here and there are no administrators here there are no there are no Educators at run some of the anti-bullying programs open we have the robust discussion once some of the dentist looked at and I assume that counselors administrator the people I run these programs router district will be looped in with regard yeah I would imagine so I would love that we have them here when we have them Rome board discussion we have an opportunity to look at the data and be able to ask questions of the ministrator account services well forward to the data and having this conversation and so I think it's an important one to have and I'm sure that we will be receiving this information but I think it's important to when we're about to engage in that conversation to invite parents because I think it's something that is on their mind and probably have a lot to say and we could be beneficial for them to also know that we're going to be speaking about it ahead of time so that they can actively participate and know that we have that the issue has been discussed and raised in that we are looking into it thanks 7A something we're on 15 right professional official business or are we on 14 board policies okay good so I can bring up a different board policy in my love to correct I'll wait for communications for the board members thank you let me just say on on on the matter of bullying and  bad conduct on the part of students I'm sure that we all share the same concerns the information that I have is anecdotal I have John who has said I think twice in the last two years he's just ended the 7th grade and he spoke about the issue of bullying and the matter that and the and the fact that it had been a disgusting class at great and when he was asked whether he has seen the issues of bullying incidents of bullying at he said no he has it so it's in it it's it's it's an issue I think to be concerned and  and we we have that we have at present a very extensive aboard policy 5131 + 5131.2 and we have seen we have seen a recommendation from California school boards Association of a reward policy I think they they're both quite similar so it's a subject that we will we will be pursuing  it's been a long time since  administrator in the same room together and so we are bringing all 22 or building and district office leaders together could we can examine the data together to learn together to work about our way to communicate this out together that hasn't been done here in a and that's the only way we're going to get to the root of the bullying problem is here it happens everywhere it's different everywhere and said let's not jump flipping out model actual data issues and we have opportunities Samantha Bee working with that brings us to Communications from board members have we any  I just want to take a moment to command the people behind the scenes that get referred so much from doctor Maggie and his cabinet and they did a great job picking out the school year things one of the smoothest starts with school year that I've seen as a board member or parent in a very long time so I want to commend you your staff and your cabinet for that also amazingly clean this hole through amazingly clean walking in on and I went around open the gate or welcome back Food Service everybody behind this things to the Omens were to get these camps is open I want to thank the a saying the VHF which organized the parent Volunteers in the book rooms which amazing group so if they're not out there getting play they're getting parents to help which offsets the cost of running a school district so so many people get us to this point and moving forward if you are the ringleader doctor braggy and I want to commend you on organizing and working with these various organizations in the six months you've been working on Carmine's now that you've been here and really giving a cohesive feel to this district and we had one educator who came in to open when we have our 3 o'clock meeting just before closed who's an educator here at the high school to talk about the change and the feel what with our new Administration not today there was play wrong with her Administration mr. Goldstein said course I'm very excited about a new superintendent and so good luck to all of you and you kept  I really Waco what my three colleagues said to my right and I really want to thank dr. brecke for braids the warm weather to come here from Chicago you know fact of Reggae no say you're not a brave soul to leave in the Dead winter in Sub-Zero weather to come to sunny beautiful California cuz you know what that took a lot of a lot of gumption on your part right but in all seriousness it's been a long time and I'm the old lady on the board sorry Mel I am I've been how long time I really appreciate that you are being data-driven  I appreciate that yeah you have a lot of good hunches and you have a lot of good feelings and instincts in your you know you are absolutely intuitive and I and I rely on that but you would want to be data-driven there's some date I'd love you to hunt down and we've discussed and one of them is to do some data about where we are why look at some classes and there's 11 kids and then the guy next door is teaching the same subject s30 what's going on  then you look at AP why  yeah why you no one teacher you know has you know most people getting fours and fives and then the guy maybe with thirties not getting lots of 3/4 and 5 what's going on maybe the person was fewer kids maybe doing something different maybe worse and kids are running out of her his class because it's not really wonderful now maybe it's rigorous I don't know I've seen it both ways my kids have experience to both ways I would love an forelock of a word for rent sick accounting or an autopsy what's going on in that classroom I'd like to know why the people loads are so desperate I'd love to know I'd like to surreal back and look at these AP scores and understand what is really going on we've never I know mr. Jackson has done that but he was play here for 2 years and now he's doing something else and I appreciate he's moved on to do something else if we could do that the board would be so appreciative because don't think we can get better if we don't I'd love to know  I'd like a snapshot and if you could break it down for us additionally I'd like to know why kids are migrating  from some classes out into other classes are they leaving because they worry about the teacher because River because of the dysfunctional nature is there something going on and there is something going on I'd also love to have some sort of feedback on dress code cell phone policy at the eating in the classroom at the high school I sort of you know subscribe to the Rudy Giuliani on theory about the broken window he arrested people for breaking Windows he felt that if you tagged things and you broke wind and he didn't arrest you you asked other crimes I have the same philosophy in the high school if you don't enforce dress code and eating Paula and cellphone it escalates it's sort of becomes a mr. Jackson was really he he he strived and he succeeded but it's play the ship and there were the adults and we have to impose a certain level of love and kindness but firmness and so I'd like to know if our policies are upheld I'd like to know that and I know it's early but I'm getting feedback from parents that in some instances dress is being not a pelt so maybe that's anecdotal I don't know I don't I do not go in there I don't have kids there and I do not visit campuses without notifying so I would never just drop them I don't do that so I'm just asking I'm not giving you guys timelines you're way too busy so you figure out when and how and if and I'm even telling you have to it's you're the boss you decide we are planning on bringing you anyway but you got some Dixon will meet together as a team  I'm sure comment will be very well received the meeting is adjourned
