ready to get in the United States 196 Senegal Drive indivisible with liberty and justice for all thank you very much I have a motion to approve the agenda so I moved Mount Tabor High president Goldstein the board by a vote of 520 approved a settlement with student number 12254 the board also by a vote of 520 / 2 what was the employee number one 86244 9  and I believe you have a statement yes I do so we are happy to report that the board and the Beverly Hills Education Association have reached a tentative agreement on Con negotiations and school calendar the tentative agreement include starting the 2017-18 school year one week later the board will prove the tentative agreement on November 9th after first completing the required public disclosure procedures and review by the Los Angeles County Office of Education the tentative agreement will be contingent on ratification by the Association which is anticipated to occur occur on or about November 15th thank you comment I have a card from rvh a union representative and our war partner tell EC mr. C okay good evening dear members of the Board of Education District administrators members of our community my name is Kelly C I'm a special education teacher in Beverly Hills High School and I am president of the Beverly Hills education as you just heard the district will in the next week vote to approve the tentative agreement BHA pending ratification by BHA members agreement is ratified following will happen the 2017-18 school year will start on August 14th 2017 instead of August 7th 2017 the 2018-19 foyer with a mid August start date will be added to our contract are substitute teachers will receive a significant increase in their pay and due process making our district competitive with neighboring to is there compensation permit language allowing the children of eligible District employees will be added to the contract and finally class sizes at the TK and third grade level will be at everyone with up to two additional students in that in class at that level if a teacher is compensated for the increased workload if the agreement is not ratified nothing that I just mentioned will have instead the 2017-18 school year will start August 7th 2017 there will be no 2018-19 calendar established our subs will continue working at apart daily in long-term rates the district can conceivably with board policy revision try to put up to 29 students and a T K to 3rd grade classroom 8th and without teachers receiving compensation for the increase workload regarding the last point that I want to speak to tonight plus size is a significant priority for all of us in the class especially at the TK and third grade level if not TK to fit has a classroom teacher myself I've seen many times how one student can completely change the Dynamics of a class three additional student matters the more students you have in a class the last time and resources you have for each student that is simple mathematics with that being said disagree is good for BHA and the district and needs to pass the TA clarifies once and for all for the next two years that TK to third grade class sizes are to be Adams 21 with boy do to increase by an additional to those were concerned with this Essentials were concerned that this essentially means I T K to 3rd grade classes can go up to 23 should understand what does has already been the case last year but with this tentative agreement there is now an incentive for the district to keep T K to 3rd grade classes balanced and not have for instance 22. Benton one first grade class at 18 and other the district will save money by having the two classes leveled at 20 each  in addition for teachers show me this absolutely not about compensation ask net K to 3rd grade teacher and he or she will tell you that compensation is not their concern like all of us they want class sizes too off Beverly Vista k23 teachers will tell you that their classrooms physically cannot take more than 20 students they do not want more students even if it means being paid for it trust the following Point enough for the first time ever the district will have a significant financial incentive to level out of class sizes across the district before considering going Beyond 21 student neck to third grade class this is historic and will hopefully lead to more balanced and smaller classes going forward compared to what has been the current state of affairs start at the district at a board of education that stated its intention to approve this agreement pending BHA ratification as a testament to the collaboration between the district the board vacation DHEA and parents and community members such as Nathan and Jackie Krueger on keeping class sizes small and on finding Solutions together the collaboration continues disagreement the foundation is set for future negotiations so that we can work together to develop even better agreements on this and other issues like our community BHA and the district is headed to small class sizes this agreement demonstrates that commitment and BHA looks for tooth ratification thank you thank you mr. C  Nathan weather good evening my name is Nathan I've met some of you some of you know me as the having put on the science fair along with the bunch of volunteers so that was a great honor I appreciate the same minute you guys for those of you that don't know me I'm Nathan Krueger I'm a parent of BV I've got a first grader a second grader a fourth grader I potentially another one I'm not aware of but I've got a lot of kids of Eevee so this districts really affects me over this issue really affects me directly you know I appreciate the how much is there are two balance all the different priorities you've got crumbling infrastructure you've guide Pete teacher pay you've got upset parents so it's a balance not come to an agreement that everybody's happy with this difficult so I appreciate the challenge that you guys have had but it really it comes down to Priority Steel what is a what is the top priority for parents like myself I'm here to say that a tornado one class size ratio is the highest priority for us we want the smallest class sizes possible so the reality and me being a DV and I'm seeing the impact already this allowed me to go up to 23 it's going to happen it already has and I know that we're talking about a ratio that's down to 21 one but the reality is did you guys have the option to go to 23 at will and I have a first grader in a Mrs Lucky's class we're busting at the seams we have 22 play to students and if you see the classes I mean these are not class sizes classes that were built to accommodate 2324 students so she's got two lines of desks and she had 20 students at one point so she puts a desk on each end and make a tea so now you've got these students all around sing at one end if we had a pizza party yesterday for Halloween it was packed it's it's shocking to see the impact of two students in a classroom not to mention the expectation that they're going to be putting the computers and some of these classrooms so it's a literally we're shrinking though the walls are moving in on us so that's one thing we could probably we can work through that but the biggest challenge is really what is the impact that these larger class sizes have on the academic achievement and I looked into I looked at the research so the Center for Public what is it Center for public education at Basin Washington DC they'd aggregated the 19 studies at work that looked at the correlation between class size and academic achievement and there is an absolute direct correlation between lower class size and academic achievement at the K through 3 level on top of that it's concludes that the optimal class size is not 20 but it should be 18 so the fact that we're going up to 23 and 20 is too high so we should and I understand the budgetary challenges but 18 really should be the goal so Frosty we want 20 that's already a concession so that's what we'd be asking for so this is my time so I understand the budgetary challenges from my understanding you've got a decrease in enrollment which is driving some of the budgetary challenges but this is going to create a downward spiral if you if you're increasing class sizes you've got parents like myself and others that are upset that are just going to move on school and then you're going to have it additionally in continue to decrease enrollment and decrease Revenue so that's one of my concerns as well I mean it's a downward so I guess lastly I mean who in this room supports 22-1 are there any parents in this room that would want a toy who won cop we've got a couple it's hard to get parents at this board meeting so in the end I guess the last issue that I like to highlight just the inequity what happens is it's weave God we are going to end up with potentially 16 students we get 16 students in one school and say 23 in ours so is it fair to have an in equity in education that's going to happen I don't think so thank you thank you Christian ostrich I think he's on camera Christian are you in K Bev back there he's coming okay Daily American Hello Kitty Bev got the chance to tour the construction site with an exclusive interview project manager yesterday and we filmed some shocking things there apparently deteriorations in the structure of the building that were not seen initially and we're editing and we're going to show you a video play Nyan all of the structural issues that are rising right now and the project manager spoke with us about his plans for potentially proving on the construction plan that was initially given to you and there might be some alterations in the superlatives that you're at your feet some it is my honor tonight to recognize to invaluable Educators in our district I'm very pleased to report that our esteem Beverly Hills High School English teacher Miss Minnie Kim was recently selected by the University of Chicago's was recently selected for the University of Chicago's outstanding educator Ford distinguished award has existed for more than three decades cheer the university invites entering freshmen to nominate and educate who has influenced them challenge them or help them along a path towards intellectual growth the university receives letters back from hundreds of inspired by teachers who have changed the course of Their Lives who have taught them to reimagine text to delve deeper into problem-solving and to think Beyond The Border put the classroom in pursuit of their own education just be singled out for this award speaks volumes as to Miss Kim's dedication and skill in the I am also pleased to report that another esteem teacher probably Hillside School science teacher Miss Lisa Dickens has all as been recognized by entered University for her exceptional teaching as part of their teacher tribute initiative this past summer the members of Stanford's class of 2020 we're given the opportunity to acknowledge a former educator who played a significant role in their intellectual academic and personal development Mystic was selected by Shawna dude our former student board member who recognized Miss Dickens dedication and skill in the classroom along with the board of location want to congratulate both Miss Kim and Mystic and Son receiving this recognition and Ward we are also so appreciative all the war add both East gifted Educators do to support our students and the high level of excellence in the classrooms they create the Beverly Hills Unified School District certainly lucky to have such outstanding Educators and at this time we'd like to present to you a small little token of our appreciation shop  on behalf of the Board of Education in a very appreciative superintendent and staff we'd like to just give you small little token of our appreciation and I would just tell you and I will just mention personally when I walk through the Halls at Beverly High I always make a walking by Miss Kim's class and there is no doubt the teaching that I hear coming from her classroom inspires me and it absolutely makes me miss my teaching of students congratulations and Miss Kim this moment calling  no I would just say congratulations I know my son had an opportunity to have you this year but it scheduled prevented it and he was very upset about that witch volumes because he doesn't even know you that what's up weld well done  congratulate sorry Miss Kim I if there's one job I envy in the high school wouldn't be mr. Jackson's it would be yours can I was an English major and I just thank you so much when you teach people to enjoy the written word the spoken word you're teaching them to to explore to go everywhere in the world their eyes can take them through books and thank you for allowing them you know to be analytical and create all the same time and to quote Spielberg or to paraphrase he says when you are a great reader you become a great writer so thank you I have heard only glowing things coming out of your classroom and I I really think that you can spread your magic as much as you can play the preciate it thank you Miss Kim I too want to congratulate you let me ask you how long have you been teaching in AR School District did she say 1313 well I think your inspiration Howland I hope there's a way that it can rub off on all of our staff members use you use you set the pace biscom discounts from student board member Sam Schwartz you probably remember mr. Schwartz he couldn't be here this evening but he definitely wanted to congratulate hate you for being named in an standing educator by the University of Chicago he stayed said he had you last year for AP language and you are most deserving of this award I will Echo that sentiment super 10 I'd also like to read something that was going to be presented to miss Dickens if you don't mind something special about Miss Dickens was her commitment to go above and beyond what was asked of her to ensure their students were happy is that there was a positive culture on campus I saw her sacrifice so much of her time and attend ASP events board meetings and sporting events just to support her to her her students were family and she cared about each and every one of them that is a quote from Shawna dude and I'm sure it would apply to Miss Kim also wonderful thank you very much moving on to the consent calendar Miss Margo do we have any items yes  Mystikal Still make a motion to approve the consent calendar in - items 9e can I know that this is hacker want to discuss item 9i but she will discuss that under the Educational Services report  okay she wanted to discuss item 9 I decide but we're going to just discuss it under the intervention report she'll have some questions Ro what time is it play on the post consent calendar is approved - 9 eBay we have a motion for 90 please make a motion to approve item 9 movie mr. Margo second mistress  discussion with regard to this item yes sir I'm I'm a little confused by by this letter of a with the ebony Repertory Theatre Repertory Theatre is is this a rental of our or is this a Consulting agreement that we're paying for  we're renting the theater Ferrari Ben's grade level will continue to look at the best implementation of intervention math you know as you know that's a multi play level process so it's not really grade level based however English we prioritized it in that way as a starting point and of course we offer before school lunch and after-school tutoring turn that sore update or you any question dr. Tedford I don't want you to speak on behalf of the principles if they feel like they need to jump in the more than invited to come down the we can flip the lights a little bit too thank you so When will the  challenges getting this program off to a semi late start especially with the Staffing so that's something that we have to own and we have to work with and I'm sure that all of the principles will navigate through that as the course of the year are we getting a solid picture of what is successful about this and What needs to not happen or room for improvement things like that does anyone want to answer that again mr. Margo suggested maybe one of the principles and some loads to just be the only speaker but you know I will be one of the one of the meeting agenda items for the K5 intervention teachers tomorrow is celebrations because we have a number of students who have met our exit criteria and that's the main what did you do and I hope all the teachers lean closer to the table in that discussion starts  same with the title 1 program they've also begun to exit some stew and Jill will be at that meeting the are you are you finding that mr. hurts in both the LA and Mathematics yes Seibel are exiting yes okay want to find out then either when you get that information or any of you have it is what is the impetus for that what is making these kids make that jump because that that should not be a well-kept secret it won't be at the meeting tomorrow we'll certainly sure one teachers anecdotal story was that she explain to the children how important the assessment is then how the feedback is critically important to the program that she provides for them and she says the youngsters are very motivated to know that the program is designed for their success and I think it's about how a teacher approaches it and she's got them motivated and are there buffers built-in that if a student achieves the criteria to exit Intervention Program that they're not going to fall back into it  but if they do fall back into it hopefully will catch them and bring them back in you know these are can be a cute issue for children and not be chronic issues of the right low performance okay so we definitely have several safety nets that we cast all year when you exit a student you make room or another  I just want to say that it the successes are there in order to show like a year bro the student goes up 10 points a month in their scale score so there is a hundred points a year 10 months and so you have to go up 100 points a year just to stay grade level so if my scale score is 350 in August I need to be at 450 by May in order of gone up a full grade level I'm talking about the star Renaissance course so the star runs on sets are that's all really are our progress monitoring so I just want to share with you because I just aggregated my scores for math and reading so we've only gone up we've only been in school for two and a half months so when I'm looking for is a minimum of 25 points growth so far 10 points a month plus a half alright my fifth grade reading students have gone up 106 points nephew really quarter of the year done so if you multiply that by 4 it will have gone through four years of growth that they continue at this pace by the end of the year these are just my intervention 103 points in fourth grade reading  73 points in 3rd grade then I decide regated my entire School the entire kohut age cohort and not just the intervention kids and we're hitting between 45 and 70 in across all grade levels so that's that's exciting and timer it really is going to start to hit its next year when we begin the we are going to have to begin instruction at a different level we can't go back to the level we were at this year because the entire Amber I've said it several times is it near a rising tide lifts all boats and that next year the entire school is going to start here  so rigor has to start there and it just keeps moving forward so this is exciting stuff and I have to tell you I set you off funded this for us because what it does is it brought that bass  up to where we can take the entire cohort further and that's a big deal that's how you move a school that's how you move a district  I just want I just want to follow up that and it was really interested in your other three capable is make sure that the education Arrow do it is as rigorous and passionate as it is at the other cage as well is that happening at your lights I think it is happening all of our our students are improving our individual teachers are tracking them right now we spend we had starve on a sun's out I'm on Wednesday for professional development morning for Horace Mann when we had a general meeting and then throughout the day we had roving substitute so whole gray levels can go in and really look at what am I looking at how do I set goals and starve on a sounds cuz it's not just about all the data what is the goal where can I move my whole student how can I create group and really have goals specific to each of the students so our staff are whole staff is really looking at each individual child and what student is doing so I would say I don't have the same data with me today that Mr Allen has with him but I do think that our students are improving and I know that Jill for title one this is what they're talk about almost daily were talking about how our kids doing on the when is the window open how are they how important to test is I would agree with what you said earlier that our students are aware now that the assessment need something we're using them to kind of a where are there at we have some students in Middle School be ready to move back into their electives because they didn't realize how important it was for their put them to try their very best on each of the assessments and so I think it it reminded them that we always want to do our best and it ties into our character I program for this year is Marta if any of the other principals wanted to chime in on my phone on and follow suit just so kind of sum it up I could just say ditto I just to give you a little bit about what's going on at Hawthorne we had seven students in elementary put Justin the ELA I'm sorry in the math test out we had 5 in the math that test it out so we're seeing in the elementary school the kids are are doing better I don't think it's because they didn't take the test seriously I think that that for the younger kids that is the support that they're that they're receiving in the pension program in the middle school we have three students who have gone up in the English language arts I spoke with all three of them last few days one of them said he didn't take the test seriously and he owned up to that the first time he took it the other two said that they really learn skills in that class that help them be better readers and and testicles so I think it's a little bit of both I just will a little story I had one student who is in the English language arts class he qualified for math but we didn't want him not to have an elective at all so we put him in English language arts because that's where he was struggling more and he asks he came to my office to be in the math Support classes well so the kids are seeing the Roxanne and while it was tough to get him in there at the beginning they want to be in there now because they know that it's important so yeah I'm not usually last I could actually say ditto ditto I'm I don't have all the day to that Kevin has that's great stuff it's good but we we will get all that I will say that in in observing these programs is Ela and math pull out program all talk about in the in the elementary now the kids are so excited to be there we actually have didn't want to be in math club and reading club they want to go in and visit our teachers as well they're having a good time but but in my abs Nations they're working very hard in this pull out program as well we've had eight students in the elementary test back out there exiting the program and it was exciting because we're just putting together our principles Sia later you know at the exit letter which was great and we're really only a couple two and a half months into it too I see that growth right now is hardening in the middle school I can I really can't ditto what Michelle says about some students that are go to analyzing what these programs are and wanting to be in both programs we do have a few students that have asked to be involved as well so and we've got some students that are just about ready to exit out to go back into an elective so it's I think it's been a good start after we got past the staffing issues in the the sort of the slow turn the very beginning I think we're moving right now or mr. Kessler would say I think we're cooking with gas right now I hope that we can continue this future but so are away that we could get ahead of the curve so that the meat of it isn't towards the bike Halloween because the kids have been in school now for two and a half months right so one of the things that I want us to keep remembering and to keep really articulating is it the gate program is not what happens after school you know the gate program is really embedded into our instructional day through our professional development of our teachers and teachers have been provided opportunities to be right lessons that embed the gate standards within their lessons so that instructionally all day long they have opportunities to access that construction and I appreciate that and I appreciate that there's magic going on in the classroom I don't think I ate that but I think there's you know I want it you know I don't want to seem that I have expectations I can't be met because I'm sure they can be there must be gate programs  in our County that appear robust earlier on with after-school I'm too nauseous magic embedded to the damn why I say that is we as we should legally were mandated and morally I think we're obligated ethically and every way to help the kids who are struggling at the bottom but there's a nice segment of kids at the tippy-top and they really need more and you can't wait for their parents to come home after a long hard day at work and do that more or they're so over-scheduled these kids anyway after school and weekends in Hebrew school and all kinds of whatever else so I'm trying to say is if we spent $160,000 a paltry amount someone be honest with me is it really $260,000 to see a robust beefed-up GATE program where there's stuff happy do within 4 to 6 weeks when school starts and it's really amazing stuff after school and I mean is this something missing something we can can beef if you would like to release more money to me I can make it but I would like to see like in the Chinese menu what am I getting for the 160 now did we break it out for we approved it we did would someone be so kind maybe for the next meeting at dr. Tedford I like I said I've been here almost 7 years no offense everything running into your comment I know that this year we would be expanding the program if you off to those who cancer academically inclined and to those who are I think artistically inclined and I think that that notice came out rather late in the year as well later than what Miss Corbett Oz talking about so here we are in November and how we've identified students and those two additional categories we have I been working throughout Yale students because their classes start out they start tomorrow morning so for El Rodeo I think I've identified 3030 ish 30-ish Mark heads for the high academic achievement I am behind schedule for the Visual and Performing yeah I just I think that I'm looking forward to seeing more since at least expand volved in the program what's your frustrated I guess I'm just not being even facetious I'm just a little confused seriously and I don't mean it to be questioning but when we had a part-time gate coordinator  and I will full-time it doesn't feel appreciably more beefed-up and we're putting in money and we're starting late I think it's  we don't have a part-time full-time okay alright then sing a part-time like 10 years ago 7 years ago there's a long time ago but I'm just saying that Jordan sixty thousand and a full-time gate coordinator that we could now is that Hunter and 16 clusive of her salary no no so here you have do wonderful full time and then we have 160,000 and I I think you know I don't want to place blame it feels late what's the first thing it over there tomorrow you're behind on Visual Arts piece of it teachers are volunteering so we're not necessarily identify the most  qualified even outside professionals come in I'm wondering look is this a function of money it just feels anemic so if this is a function of money than I'd like to know the truth about that because I'll be frank with you I'd rather not spend 116 get this if you going to tell me Lisa you could spend 300 here's what you're going to get a Bentley I don't want to know I don't want to have a Chevy from the used car lot I mean I'm not saying that's what this is but just doesn't feel like a robust it broken it jump in here forgive us miss corporate offer we didn't feel prepared this conversation right now but I can appreciate your points and what we can do is if you'd like we can bring back more you know specific presentation that provides kind of a reminder of what it was that was approved as well as kind of where we are in the program with more detail I would say that you know I've heard some of the same concern see no gate parents are never shy about expressing their interest which is wonderful and so some of those I know Miss Lou sang has as well and so I think this is always a bit of a challenge when you're making a change in a program this year as if you recall we made a chain to really try to build within our own staff and that was what the proposal was that we presented to you I think in the spring but we can bring that back do you I think we're always looking to improve the program if if the board feels it's anemic I think it's on us and two weeks I don't want those for that one any would cast a shadow over what you do cuz I really wouldn't be 1st July I want to honor what you're saying hi perception night do I don't know what they think we want to honor that and we're it's on us really too kind of evaluate you know where best practices and to make sure that it's really me I need the first one last point is when we pass gate let's call it what we passed and I'm room as I remember it but I don't remember if you'll send it to us but what I heard I heard a concern from a parent and you know the set didn't we just approve gate for everyone and now it's first come first serve so some kids who didn't sign up right away didn't get in I would assume add whoever  fits the gate profile and is accepted as an automatic space if it's the I'm thinking of what I responded to this parent was that the phase in for the teacher-led program really we were looking at think it's seconds Master for starting the teacher driven program for semester was going to be just the star program second semester was the teacher program in order to get qualified teachers to develop the program we actually found teachers who wanted to start sooner and so we face that in sooner but the the downside or challenge of that is that not every when was able to take that first class and so that I think again is our own learning curve on the transition that were experiencing right now moving toward a teacher driven program I will also share with you that you know any conversations with Miss Lou saying we've talked about you know do we have enough qualified teachers you've sort of hinted at the question Benzino are on teachers really the best fit for this anyway of amazing teachers in the sister Queen you heard about two of them this evening so I do think we do but I also know that many competing interest in providing a program after school including the time of our teachers and so we may or may not get enough teachers who have the experience interest to pursue and after-school Gates program to provide and so we have to look at that to decide is this really viable to provide it in house or do we continue to look outside and explore options from outside vendors say so then I guess you can bring this back on November 22nd maybe you'll have already had some gate interactions write some great events so you'll be able to have some feedback if you could dr. Ted for maybe the principles are mr. Hertz is there a gay program within the county within 2 hours of here that has had their Growing Pains have their fits and star since top that's excellent that everyone knows is sort of the gold standard and we could copy them because I me want one make you reinvent the wheel for I know Miss Lisa Santa lot of that research actually in and maybe we can provide some information about that Atlantic and tell me what specific criteria my eye is a lay person went to find a gay program where people are clamoring to go to it I mean if you're ready if you're ready for zent November 22nd to bring back information just we can afford information so you don't who does information or questions or anywhere thank you  you you are principles have been standing for so long you've only heard from add a five of us can I invite you to sit down no it's hard for them to come back up to the podium well I understand  well okay I number of my questions have been raised and answered but but I still have a few one thing mr. hurts early on you mentioned the exit criteria is and I'm curious to know a little more about the exit criteria obviously it's going to vary by beat level  and I assume that it's well defined inconsistent for all the hits of term for all the schools the exit criteria how's it been developed what kind of what are the can you tell us something about those exit criteria is Sonic five level those students have to score proficient on the STAAR test for their grade that month 2 months consecutively it's all objective where I'm getting a little bit of dialogue and we'll have it tomorrow and principals is at maybe some people think that might not be good enough maybe we need more criteria Mike turn is that we create a very complicated mouse trap we're making a lot of bureaucracy and that's hard to work and keep yourself busy with that kind of stuff so we got to proficient scores two months in a row and I believe earlier we were asked about maybe with mr. Tedford you recall that the onset of this intervention Graham was it was a staff recommendation and the staff recommendation was really for half the Staffing and then the board wanted to increase I think from 4 to 8 and if so what I'm what I'm wondering is could we be doing good we be achieving the same result with what staff had recommended I think that it's always better to have more staff right you can always do more with more staff and so the fact that staff dedicated exclusively to reading intervention staff dedicated exclusively to math intervention and those staff member are dedicated to Creek elem and professional development focused exclusively in that one subject area leads me to believe that we should be having the best possible results so you know our recommendation for one staff member for English and math was really a desire to be fiscally responsible and two-phase in and intervention planning as you recall mr. Spitz I also recommended a math coaching Rihanna long side that because I believed that we needed math coaching for our teachers as well as new curriculum that you and I have discussed and so that evolve changed into this recommendation which I think is also going to yield remarkable results and so I hope that answers your question I think we're absolutely wonderful results well I had two questions as far as judging bang-for-the-buck so to speak I don't know how we could do that the program as I recall is costing a million three year the school year little bit last mr. Spitz if you think about one FTE you know 100 to 120 what was was put in the budget by Plantation right at least a million would be interesting to have some kind of an idea what bang-for-the-buck in
