United States of America may I have a motion to approve the agenda yes I make a motion to approve the agenda moving items switching item 7 and 8 one moment so second all in favor report of clothes section session action superintendent Brady the board voted 5-0 in closed session to approve the settlement agreement for number one 45112 Natomas decision in closed session the board took action to enter into a waiver and release agreement with Gemma construction and management in order to resolve claims regarding the El Rodeo Make Ready project and that was by a unanimous vote thank you dr. Brady  for we have our agenda hearing. public comment we want to recognize our wonderful girls basketball  Southern section 4A Champions dr. bragi thank you it's always one of the greatest privileges when I have the opportunity to go out I'm externally into our community and I'm just so proud of our team or girls basketball team and their Championship them also really go to the fact that these were really close games and I know many of us were there they were nail-biters we're on the edge of our seats and the the opportunity for us to watch such great representatives of our school district is certainly a highlight for me personally I'm watching the last play in four of their games so we are going to recognize our exciting team and they will turn the mike over to our principal Jackson or battle superintendent superintendent and Board of Education it gives you gives me great pleasure to introduce to you too rate the CIF Southern section 4A championship teams in our coaches will be presented with a Beverly Hills Unified School District Board of Education certificate the first one probably recognizes John Brattle our head coach Beverly Hills High School varsity basketball team CIF Southern section division 4A championship before I turn it over to mr. prattle our kids had a very unique way of getting there they had to go to Avalon High School which is on Catalina so they got to take the boat there and back and won a game then the next week they said it's too big bear and we had to change the game because we couldn't get there because of snow so they have faced every kind of obstacle that you could imagine and they still you out to be the CIF for a division championship our first ever in history Beverly Hills so I'd like to give the first certificate is ripe did John Bridal can you very much we really appreciate you guys having us here it's quite an honor for them to be invited like to introduce the the most important people on the team and that's the kids they they did all the work on the floor they they list and directions very well they they played extremely well and in crunches equations like I said we didn't have to travel all over California but we came home played in the quarterfinals in the semifinals we beat the number one team in the semifinals will be the number 2 team in the final and now we have to play at Azusa Pacific at a fantastic gym and I'll just so proud of this team and how well they came together we have we don't have a senior on the team we have freshmen sophomores and juniors they played extremely well and I'd like to first introduce my assistant coach who's been instrumental and in this year's team and in the last four years with the school John hydel is come on down  goat next coach at like to bring up my another system coach who did fantastic job scouting Forest I'll be quick I'll try to get in and out of here he did a lot of Scouting For Us which was fantastic we knew what the other team was going to do just because work that he did in the coaching for he did all year and Joe Stern please come down please for the girls they told me that you know they've got homework to do and they're doing everything they possibly can to to stay so they want me just to read names which I will do first of all I like to bring up my two captains who just did a fantastic job with leadership this year and that was the key to team chemistry Megan Izzy also like to bring another Junior Shireen the trophies almost as big as she is freshman RB Gillis Sophia Goldberg Crystal Brown Chantel Malott she did sing Happy Birthday to herself today so happy birthday I like to bring up the twins Cheyenne and Julianne I still don't have can't tell apart your guess is good as mine Cheyenne it's just too sterile Amanda Lee Dominique Petrie just say hockey that's all I need to say she's a hockey player playing basketball Taylor  there's a couple of girls that are in here tonight but I'll be half of them we'd like to thank you and we really appreciate you having us here and again they were the key to the season there's fantastic kids they work hard in the classroom and on the court just fantastic it so thank you is very much thank you very much thank you I like to say before I go I like to say one other thing also you know real quick mr. Brown has done a fantastic job all the stuff that he's done for us he's worked extremely high setting everything up it getting us to where we're supposed to go making phone calls and just meeting us in actually was there at the final with us and I like to thank him also for all the hard work that he did for us graduation thank you congratulations again and that will revert to the agenda hearing. we will ask we will ask you who have requested to hold your remarks in 2 minutes please tell AJ and I see that you have some additional time seated by Carol Kane  delete thank you I'll just take about 3 minutes or so dear members of the Board of Education District administrators members of the community good evening on tell EC High School teacher president of the Beverly Hills Education Association I want to start by thinking superintended Michael Brady for reaching out to be hea not to take a look at the budget and to collaboratively figure out our financial situation moving forward we have a meeting scheduled for later this week in forward to it I also want to take the district for committing a member of the business department to attend our parking sessions I think we can all agree that this will make a positive difference and will help of one lot of issues turn the future at the last board meeting during the presentation of the second interim report it was stated that the average class size for grades for to Aid in the district is 14.5 we did our own investigation and in no instance whether we counted special ed or not in Trussville. Steuby come close to that figure the lowest number we calculator the average class size the ingrates 48 is 20.1 such a disparity highlights the importance of the District of the staff working together to figure out what the actual class size average is if we can be so far open something that can be easily figured out imagine the problems of not working together on a budget dealing with tens of millions of dollars  also I want to emphasize tonight once more that we must for other options aside from the laying off of 23 teachers when I we've started to do this which is great because we can avoid this involves patients and taking the advice of your educators since 2009 enrollment in the district has decreased from about $4,900 to a little over 4,000 students today yet during the same period the number of teachers has remained basically same in fact in all four K8 schools they have more teachers today than they did eight years ago so the situation that you find yourselves and now we brought this do your attention years ago and the district has had a lot of time to address it  you're something else since 2011 114 teachers have retired or resigned in that's an average of 19 per year if the District offers a strong retirement incentive this trend will certainly continue and Staffing will decline naturally and this will allow the district to save money after year and we can avoid the 23 layoffs that have been issued this course of action does not even include the 10 or 15 other suggestions that BHA has made and that have been implemented in the past finally on behalf of your Educators we continue to question the hiring of a communications director at $120,000 a year also when the time comes weird you not to Loop the $800,000 elementary math adoption until the layoff notices have been rescinded now we are not against anything that can better serve the needs of our students but our current ad when does not expire until 2020 we would be paying for two adoptions for three years for them or four of the Math teachers are the adoption committee received lotus's does this make Financial sense when we have the Specter of layoffs looming over us we should be looking at ways to cut spending and not shop for things that no one will be around here we can continue to do better and it starts with working together thank you for your time I look forward to Thursday's meeting thank you Alan Kroll good afternoon I'm Alan Kroll I speak to you in two capacities we have lived in Beverly lost for 40 years and in terms of full disclosure my son my youngest of three sons all of our children went to Play Beverly Hills High is a teacher at El Rodeo who received the rif notice  I do not come to you today have a retired lawyer to talk about specifics weather legal fees have been too high allocation of other resource or perhaps most troubling that there are now many people in Beverly Hills that send their children to private schools that was not true when we moved into Beverly Hills in the late 70s Barbie on specifics one thing clear I do not believe the board has sold  this drastic Step 2 Community I do not believe the board has involved the community pervasively with enough time so that the community can feel empowered and entitled there are many many many people in Beverly Hills that are very very upset about this accordingly I would urge the board and employ you to consider and reconsider with open minds sending the Rifts for at least one year during the year  get the community involved look for others oceans  make this a truly collaborative effort then  if in the year these seem to be the only solution which I hope not assuredly Community outrage will be less please Jewish send the refs thank you thank you Jeff Merkley mr. Is now finished you will need to become this present I like to make a motion to approve the consent calendar - item on 9C thank you ma'am a second second captain all in favor to pick up can I see this time yeah I'll make emotions put on the where are make a motion to ratify purchase order number 15 for 2016-2017 cold  because this particular question that I have I noticed send the purchase order  report number 15 purchase order 3 she's at 31160 at 36160 it's a $47,000 item to Igor korbatov 4 services in connection with special ed would you Enlighten us as to that item is he Corbett are related to Lisa Corbett top I don't I don't dear students rights in here this is especially there are student there are students a Stones right exactly this is a special a student it might something that we ask about in another setting this is this is a payment to a student for a student I see thank you that's all I need to hear I have I have no further question all in favor I I posed thank you and we are through two reports  superintendent of the first report that I have is about our CTE teacher I'm at our next board meeting on April 11th we will be providing we're going to be hiring those teachers back I know that turn the past to win some of our teachers have been released in this area and their hired back because of the Grant and the program that is been done very late in the and so we have made a concerted effort this time to make sure that the those notices go out to their CTE teachers tell me as soon as possible and we will take care of that by the April 11th meeting the other report that I have about the for the computer tech teachers that add to each of our elementary and middle schools and there was some question about taking a look at those four positions coming in new into the district I was not fully aware of what their job responsibilities were what the Act was on students and scheduling and since that time in the last few weeks I've had an opportunity to speak with our principles and I do think that that a program that really needs to be tightened up and I'm excited to be able to work with our principles to look to see how we're delivering that information and to look for I'm more consistent delivery and experience at each of our schools so those are four positions of that will impact the overall number pink slips for the for the district and will be working on that soon but that will be in the need of a resolution and that will also happen on 11 but I appreciate that the board gave me some time to look into those positions in the impact on those decisions and I know that this will have an impact on the overall list because of the way that reductions are made with seniority and actually people tying for some of the position so that will make a change that area and I'm looking forward to working with dr. Tedford and the principles to tighten up the the program that we have with our computer teachers on the last comment I want to make really quickly as it's been talked about many times as the position for indications tractor and I think that tonight was a really good example of having a Community member come in and talk about that need for information and that need for Education it's really important that if the facts are true that if there are ninety percent of the community members of Beverly Hills that do not send their kids to public school that means we really have our work cut out for us because you have a significant financial problem and this is a compounding issue and so as a superintendent coming in and looking at those one thing figures that grow and grow each year and in I do believe that that we can have the type of relationship to make the fix that's needed what we haven't been able to do is get the word out that that education peace if there is a lot of misinformation about no class sizes increasing and anambra not engaging the public when you heard it tonight and I've heard it every night in public participation since I've been here  we don't do the job that we need to do to engage our community and so and that isn't just having an open house and having people we have to be fully engaged and in push information out to people that are in our community that don't have kids in her school this is an impact public education in the community has an impact on home values and why people move here and so we're hearing that but we have done that job to get out into the community and this is not something that we take lightly there are  skills essential skills to be able to educate a community about school Finance it's tough we can do it but it is going to take someone to help us and we were talking about a consultant consultant sometimes cost three times the amount of an employee but an employee will be the person that shows everyday to work with us we need to work with staff we need to work with our community but we have to push information out about what we're doing because if we do that the community isn't going to understand the cuts that we've had now they do impact some of our program just barely which to cut 5 million and we couldn't do it and so well this is an impact too and we don't like it and it doesn't feel good but this was a very limited what's the what is going to have to be needed be cut in the future so well I appreciate the opportunity and the partnership to move forward I'm actually excited about sitting down with people in our district actually are in the classrooms and an inner buildings with kids that's going to be a great part but it's getting out to our community and to our media that's not an easy job to do because people are so busy and they they just kind of turned away when they hear about school Finance out we will be changing the educational programming in the district and if you're looking at in for five years having to shave 20 million bars off of our budget and so we have an obligation to the community and I Wish I Was Here a year ago so I could have suggested and implemented it and it doesn't feel good to give pink slips to people and then hire somebody on my team that doesn't feel good but that position is so needed right now to get the word out in educate and to get engaged we can't go longer without that person to do that and so well I'm very receptive to hearing that Everywhere I Go I think that it in a short amount of time you will see that this person will help us significantly to turn around this information all about communication and somebody skilled else do that is his is really needed right now and that's my report mr. Schwartz do you have a student board member report thank you mr. Spitz not much to report on over the past few weeks just want to say that I can't hit the basketball shot for my life so I have the utmost respect for the team that won the championship congratulations to them I hope everyone had a great spring break hopefully it was relaxing I know the robotics team had to competitions I was up with the acting cast on team in Sacramento so there's some teams and groups on that high school at Beverly that are doing great things and hope everyone had a great spring break  thank you mr. Schwartz that brings us to item 11a  approval of agreement for employment of assistant superintendent acacian Services I move to approve the agreement of employment of assistant superintendent Education Services motion by Mystikal scene II by mr. Marco discussion I have I have one question 2 ask a superintendent I see that this is a one-year contract and in reading it it indicates that there should you shall be a performance evaluation  each year of this agreement since it's a one-year cracked would it be more appropriate to have a performance evaluation more frequently than one year it's is the type of standard they have that the valuation at that time and in its relatively the same in all of them contracts thank you questions all in favor I posed motion Terry's unanimously I make a motion to approve resolution 2016-2017 03 to Rising assignments in accordance with that code thank you Miss margot's or a second second second by mr. gold stained any discussion hearing none all in favor High motion carried unanimously Educational Services discussion of preliminary approval of Title One allocation  super derp bragi  dr. Tedford is going to walk us through this quickly title $1 or something that we are used to working with and she's going to talk a little bit about the the money in the distribution and how that next Argos Rec  have mr. hurts with me here director of student services and special projects both of our presentations tonight this presentation Title 1 funding as well as the elementary math adoption our presentations that really are inviting board Direction they are request to the board to make sure that we staff are on the right track so we are coming to you with both of these presentations in order make sure that you the board understand what we're doing and are approving our Direction so that's why we're here tonight so the presentation really is in some ways a repeat a revised version of the presentation we gave last spring Mr hurts and I were up here we provided a lengthy overview and we attached that presentation to tonight's board agenda this presentation provides an overview of Title 1 sing the two types of services targeted as well as school-wide in our district we are a targeted assistance program it provides information on what can be funded what cannot be funded that provides information on the Federal grant which is an application process that Hertz engages Us in and it provides what's permissible in terms of funding and so really this presentation is again it's the revised version of Last Spring's presentation the new information on the slide before you up on the screen which indicates what percentage we have been notified in terms of our schools qualify for Title 1 funds as of the next fiscal year fall of 2017 I'm going to turn it over to mr. hurts to say a few words about this is he's the one who provides this process and information when I started working on cars applications I would learn this in mission in June when the application. Began working with the people from the county I realize the particular cow pads report was Jen sing the numbers we actually can get that cow pass report mid-year so this is a preview of what we'll see in June and it does indicate a shift and funding that we now have Hawthorne who can receive funding again  if you recall 2 years ago Hawthorne had the funding and certainly they upset when they found out they weren't going to get it this coming this past year this current year so they're back on this coming school year so we understand that the funding is it varies every year low income is defined by number of free and reduced lunch applications and so the percentage of schools that have qualifying students varies each year that makes it very difficult grass because it means that different schools qualify different years in the time that Chris and I have been doing this work seen Beverly Vista qualify we have seen Alberto qualify we've seen Hawthorne qualify and then not qualify we have seen changes in assessment we have seen resume program there has been a great deal of variation over the years which is made it difficult for us to provide program so at this point what we can tell you at this point in time is that we know that Horace Mann will be the primary qualifying school if we accept funding we must fun Horace Mann what we have is flexibility and whether or not we find Hawthorne II qualifying school and again to qualify you must be above the district average the district average is 8.1% Horace Mann is at 10.31% and Hawthorne is at 8 3/8 % the remainder of our schools are not above the district Abbott average and so our recommendation we have vetted this through doctor our recommendation is that we fund Horace Mann based on the percentage of qualifying students which would be about two-thirds of the funding and Hawthorne at about one-third of the funding that's a recommendation for this evening however we wanted to open it up to your questions and to your in but in order to make sure that we follow your direction so that when we submit that application in June which will be a consent item for you that we have your approval before we do so are there any questions or comments colleagues any questions I do preface this that doesn't sound absolutely horrible when I say it when is determination made for the eligibility so says not the horrible part is I'm getting to it  so officially that's in June okay but knowing which report generates it we get that report actually is early as November in recognizing that Horace Mann has the severe moderate population when I look at these numbers and we talked about a unified school district is there a way to reallocate the student population such that more schools get more benefits is that an option to the parents that say to Dallas if they would relocate to a different school which may help another school for the greater good hopeful for me more reallocation of assets throughout the district as one of the things has been talked about by the principals at each of the sites as the the portion allocation of resources and being a form of Horace Mann parent of two previously and one heading on out they know this how horrible but it for the greater good is there a way to do that that would be Equitable and nothing to the sites without really impacting the full of Title 1 services that goes so it's a orange Manor Hawthorne at this point because it is the luck of the draw to some extent it's almost like a lottery percentage of look at the district average and based on the population turn to other schools before the qualifying time and then resubmit based on a more evenly distributed number that started adorable I just want to make sure we're interesting question I just want to make sure we're in the exit of invitation exit is more level of you can see above the district average what do you think I'm going to ask mr. hurt something on I don't know it's an interesting question on the population where is maybe some moderate students to be accommodated at Beverly Vista or even El Rodeo and bring up those did Soviet Title 1 services at those sites as well  homeless man I know what I know I'm not talking but add a deadline strike that you're right I misspoke the low-income I apologize send thank you for breakfast my Sacra but there's all types of Safeguard so that the parent and the child is in singled out and so I mean lots of them play so I don't know I mean we can ask our counsel but I don't know any way that we could single out a friend reduce parent and ask them something from the single but you could save should be the toughest pieces to to take them and ship them when those are the kids that need that relationship and in knowing where they're going on in the having friends the most okay I said it was going to sound horrible  Vapor XI questions I think it's good to us what we can do is do a push on as a concerted push next year the mystical scene of getting those applications in parents cuz a lot of you have quite a few parents and may qualify we don't do it we don't get a direct certification because you don't have a lot of pear on the snap program in other school districts if they're on that program you get that that's how we get the numbers up we don't but we have to do is make sure that all the parents get that application in and whether they want the free or reduced lunch or not but if they give that application in it actually will boost it will help what's with our Title 1 so that will be something that we can work on better formations known as a way to do that you know it just it just seems like in the greater good globally would help out those other sites as well any further yes thing I guess anything I say now won't be as horrible so dr. Tedford statistically datawise do we have any sort of indication on how effective our Title 1 allocations have been in the past I only yes that because I mean extra funds are can always be effective we know that there's there's a price to pay once you accept Title 1 funds that's it's not an automatic wonderful thing sometime so I'm I'm asking about as far as the achievement gap which is most of the focus of that is there anything going to say that those dollars really are affecting an improvement in that in that cap mr. hurts and I were talking about achievement And discussing performance of students I'm going to have him jump in here today with some data that he was looking at but what all share with you and I say this knowing you're not going to like my response is we have had changes in where the program goes changes in the assessment what's the local and state changes in Staffing changes in program I would say this year is really our second maybe 3rd but second turn in which we finally seen some consistency we finally have the same local benchmark assessments we finally have the same state assessments we have a much consistent program really overseen by mr. hurts as well as by Miss box who's now in her I think third year so we finally have some consistency with the last two years really that I think when we look at the data results at the end of this year as both local and state assessments we're finally going to be able to say our it looks really the cohorts of students and see what kind of gains we've seen But I want to have mr. hurts jump in because he does have some dated but he was looking today that might also be useful no we switched over to the Casp s back system which didn't produce scores for while now we have that program in place and we can certainly see how our school stock I would say that when I visit Horace Mann and I see you know that the families that they work with and well that they bring in I think their test scores are very comparable just a few years ago I saw they had an API score above $900 so we know it's a solid School let's making big results for students some of the results that I looked at today or with the star 360 program and I had a chance to compare just two schools I didn't cheetahs deep into the data's I wanted to do and that's the first thing I want to do in the mornings go further but I noticed at Horace Mann really surged between August and and their reading scores relative to the other schools I think that's what we want to see with extra dollars pouring in there I look forward to providing dr. Tedford a great spreadsheet than couple of days showing how it's going I just in reading but in math thank you the lady there is and will really commit to looking at the title one student specifically because we do think those are great questions and now that we have the consistency we feel like we're comparing Apples to Apples terrific cuz I also noticed in the percentage breakdown that they are two schools very close to each other one qualified one didn't and I wonder how the data would play into that soon I would be curious to see that would be a new good in to get Bop probably not for the past year but this upcoming year you know down the road to look at that because I think talking about the program for next year so we have to go back and visit in the year seeing that while these two schools were were very close and percentage you know what intensive percent your scores and and did those dollars you know ends in 1718 make a difference can I just want to make sure that still the case when I sat on the School site Council for number of years understanding with Title One although the students that are low income reduce low income that qualify the school those students may not be the ones that actually receive the services so that that's really what I'm trying to more Global bound to that their number students at Beverly Vista Rhode Island I think it'll be beneficial to the entire District  okay so my questions I had some follow-up questions from my questions over the weekend regarding the subject so again I asked if there were any projections that staff had made their can make to educate the board and how we allocate Title 1 funds going forward the question so so do we have a mechanism in place where you can protect whether or not the population at hand Title 1 students who qualify for eligibility will be there next year because I remember bringing this issue of last year where Hawthorne barely qualified and you had horse man would hold steady all the time and so Windows when we were informed that Hawthorne profi I asked you know did you could we have calculated made an assumption and educated guess that we would be falling back into title one because it seems that it was very disruptive parents were upset staff member said where's the global thinking find us and here we are putting it back again and so my concern looking at horse managed by eliminating or taking those funds away causing more disruption there so there is a mechanism that's allowable where you can let a school had qualified to keep the funds and in retrospect that wouldn't have been a bad idea sing at Hawthorne's come back on but there for one year there's there's really no way for us to guess population ships and within the district I mean we just don't have a magic crystal ball to look into to know what will happen but we do see Hawthorne will qualify can for next year going forward does Wii graduating I mean is it a significant number do you know how the numbers like to sit down in and look at sectioning and it is very much like that where it could just be one family that moves in or moves out that makes that difference in 1% that's what makes it really difficult to calculate it's like being the weather person where you try to do the best you can but she could be just one or two families that either move in or they move out and then statistically that's all it takes two to move a percentage point or two it seems like we don't have the numbers even okay I did not realize that so I apologize for that so let me ask you we've done this both ways we funded Horseman Hawthorne and this year was just horse pants so you tell me you run the program where were the benefits more image capture and go back and say there was more outcomes with them funding at one school versus two schools where would it be because I also understand I was inside Council and and I also Chris and that there was a lot of complaints that Hawthorne although they did receive money it wasn't really a realistic situation because there was no full-time staff at the school and a lot of what was happening was just computers so just the students were being put before I guess this is star 360 and they were they were what is it called I'm sorry p'raps I think it was stars to be 60 before so so my question is I want to use the funds where we get the most results and also try to avoid disruption where we take it away is it optional is it an even I guess I should be the quiet I asked that question like 3 times and it wasn't really sure what would I was
